MCLE compliance requires matching approved learning activities to the correct lawyer and compliance period, then completing the necessary reporting. A seminar booking is not the same as a recognized credit or compliance certificate.
The Supreme Court announced the 2026 MCLE Rules, promulgated on April 22, 2026. Its announcement retains 36 credits every three years and at least six units in legal ethics, while describing greater flexibility and up to 15 ULAS-related credits subject to MCLE Governing Board guidelines. Review the current rules and implementation notices before relying on an older course brochure.
Use a cycle register instead of an old article title
Searches for “MCLE fourth cycle” or “fifth cycle” often lead to old notices. A period number is useful only when connected to its dates and the lawyer’s status. Confirm the current deadline with the MCLE Office, particularly where new rules or individual circumstances affect the result.
| Record | What the firm should verify |
|---|---|
| Historical fourth or fifth cycle | Treat as a historical period, not the current deadline |
| Previous compliance period | Certificate, outstanding deficiency, and any applicable official extension |
| Current applicable period | Exact start and end dates from current official guidance |
| Admission or readmission | Applicable first-period treatment under the current rules |
| Next period | Training plan without assuming credit automatically carries over |
Track credits at activity level
For each activity, record the provider, approval or accreditation reference, activity date, subject classification, units claimed, supporting certificate, and status. Distinguish attendance recorded from credit verified and compliance certified.
Before paying for a course, confirm that the provider and activity meet current approval requirements and that the subject allocation fits the lawyer’s remaining need. A popular topic may not solve a missing ethics allocation.
- •Record the correct lawyer name and identifying details.
- •Keep attendance evidence and the provider-issued certificate.
- •Compare the activity date with the relevant compliance period.
- •Reconcile the credit total and required subject categories.
- •Record any deficiency, correction request, or pending recognition.
- •Store the compliance or exemption certificate separately from course certificates.
Handle exemptions through a documented review
Do not mark a lawyer exempt because another colleague with a similar role was exempt in an earlier cycle. Have the lawyer identify the current provision, evidence, application requirements, and resulting official record.
Maintain an internal status such as “review pending,” “application submitted,” or “certificate received.” These labels help administrators avoid putting an unverified compliance statement into a pleading template. The SC has separately reported disciplinary action involving a false MCLE number.
Connect ULAS records without double-counting
Maintain separate ULAS service and MCLE recognition ledgers. Link them through a supporting reference, then record the MCLE treatment actually recognized under the relevant guidelines. Never transform an hour total into education units solely because the numbers fit.
For office planning, use reminders at the start of the period, a mid-period review, and a final evidence check well ahead of the official deadline. Set internal targets for missing certificates and provider corrections as well as course attendance.
Make the next audit easy
Ask an administrator to reconstruct one lawyer’s status using the register and stored evidence. If the answer depends on a personal message or an unverified verbal assurance, add the missing document or official clarification.
The objective is a reliable answer to three questions: what is required for this lawyer, what has been recognized, and what still needs to happen? A smaller accurate register is more useful than a large list of seminars with no compliance status.

Frequently asked questions
Are fourth- and fifth-cycle MCLE notices current guidance?
They concern historical periods. Use the current official rules and MCLE Office notices to establish the period and deadline applicable to a particular lawyer.
Does ULAS automatically satisfy MCLE?
No. The 2026 announcement describes up to 15 ULAS-related credits subject to Governing Board guidelines. Track actual recognition separately from ULAS service hours.
