ULAS for Law Firms: Tracking the 60 Pro Bono Hours Without Chaos

ULAS compliance is easier to manage as a recurring firm process than as a year-end reconstruction. A lawyer’s total should be traceable to eligible work, a service record, and supporting evidence. A spreadsheet can help, provided it distinguishes work performed from credit actually accepted.

Under the ULAS framework, covered lawyers ordinarily render at least 60 hours of qualified pro bono legal aid in a three-year compliance period. The first period runs from January 1, 2025 to December 31, 2027; its compliance-report deadline is January 31, 2028.

Begin with a coverage register

Create one row per lawyer showing coverage status, supporting application or determination, compliance period, required hours, and an internal reviewer. Do not infer coverage from job title alone or assume that MCLE exemption establishes ULAS exclusion.

This table is a review workflow, not an exhaustive list of legal exclusions. The official Rules and Manual control eligibility and the required application.

Selected ULAS exclusions to check

Rule 2 of the Manual includes the following grounds, subject to its detailed conditions and exclusion process. This is a selected list, not a complete statement of every government-service category.

GroundCheck in the Manual
Specified government serviceExact office and prohibition on outside practice
Agency denial of authorityWritten denial by the duly authorized officer
At least 35 years of practice or age 60OBC records and reckoning from the period’s last year

Log the work while the details are fresh

A useful service entry records the lawyer, date, beneficiary reference, matter, activity, time spent, supporting document, and reviewer. Keep beneficiary identifiers out of a general management dashboard; use a restricted matter reference instead.

The official ULAS materials distinguish eligible beneficiaries, creditable legal aid, accredited activities, and reporting requirements. A charitable activity should not be logged as legal-aid credit merely because the firm provided it for free.

  • •Use separate fields for hours performed, hours submitted, and hours recognized.
  • •Keep the document or activity reference supporting the entry.
  • •Identify accreditation or beneficiary documentation requirements before the activity.
  • •Flag duplicate time and entries awaiting clarification.
  • •Give every correction a reason and retain the original record.

Review monthly, not just at reporting time

Hold a brief monthly review with the responsible partner and administrator. Check missing evidence, unresolved coverage, and projected shortfalls. If a lawyer has performed 18 eligible hours, that is an internal progress measure until the relevant credit and reporting steps are satisfied.

For a planning example, spreading 60 hours evenly across 36 months is about 1.67 hours a month. This is a scheduling illustration, not a substitute for the actual credit rules or a requirement to deliver work in equal monthly amounts. Reserve time for meaningful client work and unpredictable case needs.

Keep financial contributions and MCLE credit separate

Do not convert a cash donation into service hours in an internal sheet without checking the ULAS conditions. Track contribution evidence separately. Likewise, maintain a distinct MCLE-credit record; ULAS service and MCLE recognition are related but not identical compliance events.

Prepare the reporting handover

Before reporting, reconcile the lawyer register, supporting files, and portal records. Use the current official instructions for registration and activated reporting functions. Do not describe an unverified portal screen as an available feature.

A suggested closeout packet contains the coverage determination, reviewed entries, supporting references, contribution records where applicable, and submission acknowledgment. Assign someone to confirm the filing outcome and record any official request for correction.

Frequently asked questions

When is the first ULAS compliance report due?

The official ULAS FAQ states January 31, 2028 for the first compliance period ending December 31, 2027. Check later official advisories before submission.

Can the firm simply pool every lawyer’s hours?

Do not assume that one combined total satisfies all obligations. Identify the applicable individual or registered-organization rules and preserve records supporting each claimed credit.
